This Weeks Web Reviews

The ZM-NC1000 is a very well built piece of notebook cooling hardware. But what it gains in performance, it loses in bulk and weight. If you are in the market for a cooling option for the road, then just keep on searching. This big boy weighs in at over 2.5lbs an when you add that kind of weight to an already loaded laptop bag, then expect a chore when you are lugging this around an airport. Add in the rather stiff price, and Zalman is really painted themselves in a premium niche corner.

Internet tax debate continues - tax or no tax

As a federal ban on discriminatory and access taxes on the Internet approaches a Nov. 1 expiration date, Congress is once again embroiled in a question that comes up every three or four years: To what degree does the Internet merit special federal protection from state and local tax collectors?

The states are pressing for a narrower definition of Internet access, fearing that if the definition is too broad they will be unable to tax traditional telecommunications and video services that are bundled with Internet access. VoIP was explicitly exempted when Congress last extended the ban, and the states are concerned that non-access related emerging services, such as IP TV, could end up tax-free if service providers bundle them with connectivity. Two bills pending in the House would make the ban permanent, but questions have arisen whether the Internet is sufficiently mature to thrive without eternal federal protection. A pending Senate bill would extend the ban for another four years.

Intel says actions in Europe 'benefit consumers'

Intel has issued the following statement in response to the decision by the European Commission's Directorate General for Competition to issue a statement of objections concerning the companies business practices. For the full statement be sure to head to the forums.

"We are confident that the microprocessor market segment is functioning normally and that Intel's conduct has been lawful, pro-competitive, and beneficial to consumers. While we would certainly have preferred to avoid the cost and inconvenience of establishing that our competitive conduct in Europe has been lawful, the Commission's decision to issue a Statement of Objections means that at last Intel will have the opportunity to hear and respond to the allegations made by our primary competitor..."

European Commission Charges Intel with Antitrust Violations

The European Commission (EC) today confirmed that it has charged Intel with violating EU competition laws by abusing its dominant position in the global microprocessor market. The Commission said in a press briefing today that "in the short, medium and long-term, we think that the actions of Intel are bad news for competition and consumers."

"First, Intel has provided substantial rebates to various Original Equipment Manufacturers (OEMs) conditional on them obtaining all or the great majority of their CPU requirements from Intel. Secondly, in a number of instances, Intel made payments in order to induce an OEM to either delay or cancel the launch of a product line incorporating an AMD-based CPU. Thirdly, in the context of bids against AMD-based products for strategic customers in the server segment of the market, Intel has offered CPUs on average below cost."

Microsoft cuts Xbox HD DVD player to $179

Microsoft said on Thursday it would lower the price of the high-definition DVD player accessory for its Xbox 360 game console in the United States to $179 from $199, and add five free movies to anyone who buys the machine in August or September. Legit Reviews just used the Microsoft Xbox 360 HD DVD player in an article where we attached it to a HTPC and used it to play HD DVD's on the big screen.

D DVD is a next-generation technology developed by Toshiba and backed by Microsoft and film studios including Warner Bros. It competes with Blu-ray, a DVD system from Sony, which is built into its PlayStation 3 game console, an Xbox rival. Attaching the players to popular game consoles is seen by both camps as a way to get the technology into millions of homes, and pique consumers' interest.

Motherboard makers doubt performance claims of upcoming Intel IGP drivers

Although Intel will try to deliver better graphics performance by introducing new drivers for its integrated graphics processors (IGPs), motherboard makers in Taiwan generally doubt the advancements that Intel is claiming. Intel plans to introduce new drivers for its G965, GM965 and G35 chipsets to support Vertex Shader 3.0 in August. Two new drivers, 15.6 and 14.31, will be introduced to support Windows Vista and XP respectively.

These new drivers are claimed to enhance stability significantly and support Shader Model 4.0. The drivers are also said to add better support for games including Stalker, UT2004 and Guild Wars, allowing the IGPs to deliver a noticeable performance leap. Although the upcoming drivers mark an improvement, motherboard makers from Taiwan note that the revealed information from Intel shows that these drivers still do not support a certain number of well-known games. This prompts them to believe that the drivers will not actually deliver much of a difference.

Apple shares drop on iPhone activations

AT&T Inc. wiped some of the glow off Apple Inc.’s iPhone on Tuesday, releasing numbers that showed fewer people than expected signed up for service in the first two days of the multimedia cell phone’s release

AT&T — the iPhone’s exclusive carrier — said it activated 146,000 iPhones on June 29 and 30, a number that disappointed investors following some analyst forecasts that Apple would sell 500,000 or more iPhones in its first weekend. The news interrupted a steady rise in Apple’s stock price that started with the iPhone’s release. The 18 percent surge generated $18 billion in shareholder wealth.
